Lucas said many in the opposition viewed Mogae as a “right-wing economist” whose policies leaned heavily toward free-market principles, the private sector, and the wealthy — something that made them skeptical, especially given his background with the International Monetary Fund and World Bank. But despite those political and ideological differences, Lucas said Mogae earned widespread respect for the way he confronted Botswana’s HIV/AIDS crisis head-on. “He stood up and fought HIV,” Lucas said — adding that the former president’s leadership during one of Botswana’s darkest public health periods changed how many people viewed him.
