Under COLREGs Rule 18, the responsibility to keep out of the way depends on the category of vessel being encountered. A power-driven vessel shall keep out of the way of vessels not under command, vessels restricted in their ability to maneuver, and vessels engaged in fishing. However, having the right of way does not remove the obligation to navigate safely and avoid actions that may endanger other vessels. Rule 18 reminds every mariner that proper identification of vessels is essential before deciding on any maneuver. Knowing the vessel means knowing your responsibility. Understand the rule.
