Jeffrey Alan Smallwood of Hamilton, Ontario, is a repeat sexual offender with a lengthy history of sexual offences, probation violations and re-arrests spanning several decades. Smallwood was arrested in October 2016 following the daytime sexual assault of a woman. After police released a composite sketch, several other women reported historical offences allegedly committed between 1987 and 2010. His criminal record includes sexual assault, sexual interference, invitation to sexual touching, sexual intercourse with a girl under 14, stalking and possessing burglary tools. In 2018, Smallwood pleaded guilty to five sexual assault charges and received a sentence of two years less a day, accounting for pretrial custody, followed by strict probation. After his release in August 2019, Smallwood repeatedly breached his conditions, including working as an Elections Canada canvasser and using prohibited dating and social-media platforms. He received additional jail sentences for non-compliance and was arrested again on new sexual assault and stalking charges in May 2026.
