Concrete holds moisture, and with no break between the slab and your framing, it can wick into the bottom plates. A pressure treated bottom plate is usually enough and totally fine but if you’re wanting to take it to the next level this is a pretty sweet detail. What got me was the process... snap the layout lines, paint over them, then re-snap so the walls still land where they need to.
