Hass’ death unleashed a reckoning at the state’s large public psychiatric hospital, which quickly changed many of its practices and leaders. But the full scope of the institution’s problematic use of seclusion was not made public. An investigation by The Oregonian/OregonLive documents the routine manner in which medical experts had spent the better part of the two years prior to Hass’ death confining many of their patients to locked rooms with alarming regularity. The Oregon State Hospital ranked ninth out of nearly 1,400 inpatient psychiatric facilities for its rate of seclusion use in the year before Hass died, according to an analysis of 2024 federal and state data by The Oregonian/OregonLive.
